There was a promise a few years ago that Water Rates would not rise to pay for the IRIS system. While this isn't a rate rise, I think the principle was that IRIS would remain a Tax borne expense. In which case we should campaign to get rid of gas and electric meters,just make a one size fits all annual payment and then use as much or as little as we please.
