Well Guernsey are doing something about Government costs , I understand Jersey are also considering something similar and IOM needs to get a plan for reducing costs started ASAP. The shape of the Bailiwick's population is changing. With more people living longer and having fewer children, demand for public services, particularly health services, is rising rapidly. This is one of the biggest challenges we face and other jurisdictions are also taking extraordinary steps to counter similar trends. The funding shortfall in public finances is currently forecast to rise to £100m per year by 2040. The States is working on a number of measures to address this and to put public finances back on a sustainable footing, to ensure future generations are not left with unaffordable costs and no reserves. The Reducing the Cost of Public Services Sub-Committee has been formed to identify recurring cost reductions of at least £10m - £16m per annum within five years. They could begin with a headcount freeze across government. You don't get to hire someone unless they are replacing a leaver (moving on/retireing) in your section/department or any other department. So if you need more front line staff like nurses, teachers, policemen etc. to deliver services we need then you have to find a redundancy elsewhere to match it. First in your section/department and then across government. If you want to add a paper clip manager then you have to persuade another department to give up a role permanently. Pretty sure they'd find the stamp-lickers, seat warmers and make-work jobs then. At the moment there is literally no incentive for change. I'm alright Jack, is the order of the day. If nothing else it'd be fun watching the verbal contortions as they try to explain to an angry public why they are cutting a front line person in exchange for another Commonwealth liason officer or a gardener for the Governor's residence.
