Since there was ample warning given about coastal overlapping, my guess is that they'd be fooked

I think there are several parallels with this and 2015. I was on duty that day, and similarly, I seem to recall there was only a yellow weather warning then. What we ended up with in both cases was in fact a red - threat to life type of scenario. 

This was a lot more than a bit of coastal overtopping.
