I think it goes without saying that there was no personal fault, as with any stuff that goes on in any organisation. It was on her watch. If the head of an organzation is unable to enforce standards then they are at fault. They are not doing the job they should be doing and can't command respect. That is the problem with promoting box tickers

It doesn't say that though.  It says "Elsewhere the stats show that police were called to the Victoria South beat a total of 1,420 times".  But every time the police are "deployed" somewhere, it doesn't mean a crime was recorded, there were only 459 crimes recorded in Victoria South from those 1420 incidents.  There were 11,335 such call outs in total, so Victoria South was responsible for 12.5% of them.

As you can see Victoria South is all of Lower Douglas and the Proms and South Quay etc.

Frankly the designated 'Hills' region of southern Douglas sound a bit sinister to me.

She wasn't the Head of the organisation. She was the strategic firearms commander. You need to understand how command decisions are made. Read APP Armed Policing and specifically the section on the National Decision Model.
