From what has been published so far, damage limitation should not be interpreted as preserving individuals, but the reputation of the IOM in general and the health service, whether DHSC or Manx Care, in particular.  That area has taken quite a few knocks recently.

It looks like the rumoured additional investigation isn't an external or internal judge/QC led one but a further one by the Tribunal itself:

29. As explained at paras 790 et seq below, the Tribunal will hold a special Disclosure Hearing to investigate a number of troubling issues. At least these following issues will be investigated:

• Alleged “concoction” of material documents,
• Selective non-disclosure of documents,
• Late (and extremely late) disclosure of material documents,
• Unavailability through inadvertent destruction of material documents and 
• What documents may never have been produced and why / how?

As to the rest of the judgement...it's quite something.  And it shows the sheer bureaucratic incompetence of practically every part of the Manx Government.  For example Ranson seems never have been provided with "written particulars of employment" and no one seems to have known what Magson's actual employment position was.

There are wonderful little paragraphs studded through the report that illuminate the process of Manx government:

163. A command structure had been created by Miss Magson designed to ensure that the Council of Ministers (CoMin) was not overburdened with data and opinions. The chain was from Bronze through Silver to Gold and ultimately to CoMin. Dr Ranson sat on both Bronze and Silver. Matters decided in Bronze then went to Silver. Agenda items of merit were then passed to Gold on which, inter alia, Miss Magson and Dr Ewart sat.

(Mty bold) In other words, when everyone should have been doing their best to deal speedily with Covid, the government response was to set up lots and lots of committees, so that decision-making could be as long-winded and controlled as possible and the politicians kept in ignorance (admittedly where most of them wanted to stay).  Magson may have been an outsider, but she fitted in fast.

I'm not sure that the Command Structure was entirely Magson's idea. It's a common model used in the military. You'd have to go through a certain persons LinkedIn history to see where that came from.

I have spent most of today reading the judgment. To say that very few people come out of this looking good is an understatement. I’m looking forward to seeing how this gets spun by Cabinet Office. Ms Magson sounds nasty, vindictive and above all her evidence has been declared ‘unreliable’ in the judgment. But I suppose that Manx Care/Cabinet Office can say ‘a big girl did it and ran away.’

It's a common structure in very large and complex organisations (like an army).  Whether it's a good one is a matter for another time, but it's clearly ridiculously overblown for such a small place as the Isle of Man.  And the paragraph clearly says Magson designed it.

(It also simplifies the actual structures that were in place - there were other committees feeding into Bronze and at least at some times, additional filters between Gold and CoMin).
