Sounds like the problem was a W-Anchor. you would only drop an anchor in port if you could not stop the vessel, problems with bow thrusters or control of prop pitch. or as you say the W-anchor. Now the taxpayer and it’s an offshoot of IOMG, it will fleece the travelling public. EU regulations - IOM never been part, regulations were implemented when it suited IOMG.
