RATES

Can never get my head around those saying amalgamate small authorities to make more horrors in the image of Douglas City Council, or hand everything over to central government. Either of these courses of action would enlarge the bureaucracy, encouraging even more red tape and empire building. I do support the single occupancy discount, however.

Rates and refuse charge from the above news report:

Bride                70      52
German            95     160
Ballaugh          135     52
Andreas           142     52
Michael           148     52
Santon            160
Jurby               162     52
Lezayre            110     52
Arbory              174
Garff                191.5   215
Marown            195
Malew              199
Patrick              243
Peel                  270     34
Braddon           351     50
Port Erin           378
Castletown        388     220
Port St Mary      395.65
Onchan             411
Ramsey             495
Douglas             573

The lowest rates are in the lowest population areas. So much for the "economies of scale" argument.

And that’s why rural area MHKS won’t push for change.

Exactly. They don't have large town halls full of staff and management building empires. Small is beautiful when it comes to cost. I can understand overburdened ratepayers who pay for the excess thinking that if there was an all-Island rate they would make big savings, but they wouldn't. Their rates might come down a (very) token amount, but the rest would rise astronomically, making this latest rates round look like a carnival.

Small is beautiful indeed, particularly when you provide only refuse collection as a service.

Let’s be honest: it’s time for radical reform and to get rid of all LAs, but how do you ensure a central solution is more efficient?

Here is the same data, this time ordered by population:

Bride              70        52        359
Santon          160        0        749
Jurby            162        52        780
Ballaugh        135        52        1041
German          95        160        1056
Lezayre         110        52        1230
Andreas        142        52        1400
Patrick          243        0        1487
Michael        148        52        1522
Arbory           174        0        1899
PSM             395.65        0        1989
Marown        195        0        2220
Malew          199        0        2367
Castletown    388        220        3206
Braddon        351        50        3404
PortErin         378        0        3730
Garff             191.5        215        4255
Peel               270        34        5710
Ramsey         495        0        8288
Onchan         411        0        9039
Douglas        573        0        26677

Port St Mary is out of step compared to other areas of that size, and at the other end Garff is cheap.

You start from scratch. You ensure it just does the essentials. You ensure that it is funded equitably. You ensure that it had little to no connection with the current IOM Government structures.

Sounds easy. When do we start?
