IOM Covid removing restrictions

If there had been two covid reports: one examining the efforts and behaviour of the person-in-the street, average working  person, and another examining the efforts and behaviour of the MHKs and senior Civil Servants, would the two reports have come to the same conclusion?

Presumably Ashford?

Allinson, education minister at the time, somehow managed to delete emails from 16-23rd march.  Teachers industrial action meetings occured on the 18th and 20th.  Probably unrelated to the missing week of emails.

Why were these not restored by GTS for the tribunal?

Reading through Alfs statement earlier he seems to have disdain towards needing to have a properly funded public health team. 'its as well funded as it needs to be'

His comment about their role being to tell people to eat two apples a day and eat broccoli explains why we have a remote/part time head of public health.

Also telling is the lack of appreciation of the affect COVID has had on peoples mental health and his refusal to not only acknowledge it's an issue but refusing to fund improved mental health services.

Public Health

Health Protection: Has overall responsibility for the management of incidents and outbreaks of infectious diseases. Leads Public Health response during incidents in line with the Emergency Planning Resilience and Response (EPRR) arrangements as part of the Isle of Man Emergency Response Plan. Strategically develops and maintain effective systems for the surveillance of communicable disease and environmental hazards and uses outputs to inform and influence local and national Public Health actions, policies and strategies. Responsible (with DHSC) for strategic commissioning of vaccination and immunisation programmes and population screening programmes.

It looks as though Henrietta Ewart should have had overall management but a/nobody told her or b/ nobody realised.

As was observed at the time, the ERP does not seem to have been referred to at all.

I think they were more prepared for a major fire or plane crash.

The Emergency Planning Department/person is in Home Affairs.

The pandemic plan, which was updated in February 2020, had public health as the lead agency.  Quite why we keep hearing there was no plan when it was updated with org structures in Feb 2020 is baffling.

Perhaps it was gathering dust on a shelf like many other plans and policies.

'An Interim Pandemic Plan 2020 was circulated in February 2020 (Appendix 4). Although minutes of a Resilience Group meeting in early March record that the plan had been completed and published, that does not seem to have happened. In June 2020, the Speaker of Tynwald identified that the document was not in the public arena; an email exchange followed between Dr Ewart and DHA that revealed that nobody was quite sure of its ownership.'

Just about sums up the situation.

How many people delete sent emails on their personal account. I mean most of us are too busy deleting the thousand of spam emails in our inbox , or trying to save emails we want, that have been sent to the Junk box. Hilary Clinton comes to mind.
